EVERYTHING needed to run your software SHOULD be included, in my opinion.
I have to install software that has been outdated for over a year to run your software? Somehow that doesn't sound like a good idea.
You are actually telling people: "You have to install old outdated software onto your machine in order to run my software".

Yes, you NEED the November 2008 version of DirectX - most likely you don't have it installed, because it's not a forced update, and Microsoft don't put more version numbers on their DirectX versions. You can get it here:

Cros and KniteBlargh LOVED IT...Ok, that's great. I'm glad that they loved it and I'm Very Happy for the Software Company that wrote it for them.
