First, two minor issues - and they really are rather minor and don't affect gameplay much at all.
When you bump in to a wall, your tank reverses direction completely generally. I found this to be a little annoying and didn't see any need for it. Ocassionally, if you got reversed in an attempt to turn round again you'll bump the wall and reversed again.
Also, for me, the game was mostly fullscreen-like apart from the my start menu was still visible, so it's as if the game wasn't set in fullscreen. Perhaps just my OCD tendencies, but seeing my start menu bar down the bottom of the screen seemed kinda' invading to the game and its atmosphere.
I didn't really mind too much that the game lacked music/sound, though suitable music/SFX would be fitting.
Now, perhaps I didn't play it for long enough, but is there an actual end to a round? Does someone win after a certain amount of kills?
Adding something on the menu saying how many rounds you have lost/won and how many tanks you've destroyed in total would add to its longetivity.
Generally a neat little game. ;)
Enjoy highly improved menu, game dynamics, and multiple levels!
